Project goals and needs

  • The purpose of the evaluation process was to study a range of potential strategies to see how the concepts performed against the study’s goals.
  • Performance measures were developed based on WSDOT’s Mobility Performance Framework. Performance measures were applied to address the six key goals. Thresholds were applied to the performance measures as a tool to be used as a filter to be able to compare strategies.
  • Thresholds are not performance goals for the corridor. Minimum thresholds were set based on industry standards.
